Prevent Power Users from Shutting down system: On the terminal server click start> run> gpedit.msc Under computer configuration> windows settings>security settings>Local Polices>User rights assignment> shut down the system. Just remove power users from the list.

If your computer keeps booting after your get the lsass.exe error, your security registry hive is corrupt. rename “c:\windows\sytem32\config \security” to security.bak then copy c:\windows\system32\repair\security to the location above.
